OK, not so simplistic as it sounds. Now, it seems like this is the new M.O. of how this war is being thrown, in the age of GPS, cell phones, Internet, and videophones. The idea of having "no war plan" is the same as having no schedule for this evening's activities, but knowing that you're going to meet up for dinner at some point ("bring your cell"): improvisational, flexible. Without set plans, you minimize intel leaks through these new always-on broadcast channels.
I wasn't going to say it....
The best part of that book, btw, is the title.
