meets you in good time. ... My name is joyce kanan from moronvia in Liberia ... and this is a proposal in context but actually an appeal soliciting for your unreserved assistance in consummating a project requiring maximum confidence."

Either he means Monrovia, or someone is having some very subtle fun.
